			<content:encoded><![CDATA[<p>BUDAPEST (Reuters) &#8211; The new Hungarian government will not accept orders from the IMF or the European Union when it renegotiated an agreement with creditors, while seeking support for cutting taxes and implementing a debt reduction plan, said on Monday elected prime minister. </p>
</p>
<p> Viktor Orban, whose center-right Fidesz party won a two-thirds parliamentary majority in Sunday&#8221;s election, also criticized the PSZAF financial regulator and central bank saying there was doubt whether the institutions did their job properly. </p>
</p>
<p> Orban and the central bank already discussed in the first days after the elections, confirming investors&#8221; concerns about possible tensions between the new Government and President of the institution Andras Simor, who was named in 2007 for a term of six years. </p>
</p>
<p> Hungarian currency, the forint, and government bonds have risen since the first round on April 11 driven by the prospect of a strong government of Fidesz, and hopes of further reductions in interest rates by the central bank (NBH, by its original acronym). </p>
</p>
<p> The bank reduced its key rate by 25 basis points to a historic low of 5.25 percent on Monday and analysts said they were shuffled deeper relief if the new Government seeks a tougher fiscal policy and launch reforms. </p>
</p>
<p> Orban said his government will seek to partner with the International Monetary Fund (IMF) and the European Union, with whom he has a financial agreement that expires in October, and ensure their support for Fidesz plans to boost the economy. </p>

</p>
<p> Orban said that the budget deficit would exceed the target of 3.8 percent of GDP this year due to the legacy of the outgoing Socialist government. </p>
</p>
<p> The elected prime minister added that his government would seek an agreement with lenders on measures to contain the deficit while reducing taxes significantly to boost the ailing economy. </p>
</p>
<p> Analyst 2010 deficit forecast at 4.9 percent. </p>

<p> Hungary was rescued from collapse in 2008 by an IMF-led loan and the agreement expires in October. The biggest economic strategist Fidesz, Gyorgy Matolcsy, told Reuters last month that the party wanted a new agreement with lenders to use as a backup. </P> </p>

It was the best monthly performance since July and the highest monthly increase in 47 years. 			<content:encoded><![CDATA[<p>LONDON (Reuters) &#8211; The investigation of a link between salmonella and HIV shows that the AIDS virus damages the immune system in ways that doctors did not know before, providing new avenues for vaccine development. </P> </p>
<p> Typically, salmonella causes fatal infections in the bloodstream of people with HIV, particularly in Africa. But although this has been known for over 25 years, only now researchers have a scientific explanation. <1000/P> </p>
<p> This is not the deficiency of the immune system that causes the problem, but access to antibodies. The discovery should help prevent the development of new vaccines run into dead ends. </P> </p>
<p> &#8220;It is quite surprising and suggests that here we are dealing more with a consequence of immune dysregulation rather an immune deficiency itself, &#8220;said lead researcher Cal MacLennan, University of Birmingham. </p>
</p>
<p> human immunodeficiency virus (HIV) is usually seen as a virus that stops the immune system work by killing cells called CD4, which orchestrate the body&#8221;s response to foreign invaders. </p>
</p>
<p> In the case of salmonella, MacLennan and colleagues found that the blood of infected adults HIV-contained high levels of antibodies to salmonella. The difficulty appeared when antibodies adhered to the wrong part of the bacterium and, therefore, failed to kill her.  <span id="more-1123"></span> </P> </p>
<p> The research, published Thursday in the journal Science, indicates that the response body&#8221;s immune is very different in people infected with HIV compared with those without HIV, and the difference is a lower immune response. </p>
</p>
<p> The discovery is important for doctors trying to treat people with HIV as those who develop vaccines to protect HIV-positive patients from other infections. </p>
</p>

<p > The 8-1 decision the high court was a victory for proponents of free speech and a defeat for the federal government and groups like the Humane Society of the United States. </p>
</p>
<p> The Congress passed the law in 1999 in an attempt to prevent some people from benefiting from the interstate sale of representations of the torture and killing of animals. Was mainly aimed at the videos for &#8220;crushing&#8221; in which women with high-heeled shoes trample small animals in a form of sexual fetishism. </P> </p>

Usually, videos and other representations are protected as free speech, even showing an aberrant behavior. </P> Only the judge Samuel Alito disagreed, saying the law could be perfectly applied to at least two major categories of expression: the videos of &#8220;crushing&#8221; and dogfighting. </p>
<p> Alito said the law was passed to prevent horrific acts of cruelty to animals, not to suppress freedom of expression. &#8220;The First Amendment protects freedom of expression, but it almost certainly does not protect violent criminal conduct,&#8221; he wrote. </P> The Supreme Court case is United States v. Stevens, No. 08-769. </p>
